State Emergency
Operations Center
Illinois Emergency Management Agency, Springfield
The new headquarters for the
Illinois Emergency Management Agency is a 50,000-square-foot building with
state-of-the-art capabilities that replaces an outdated and small facility.
Funded in part by the United States Department of Homeland Security, the new
SEOC is one of a new generation of facilities designed to manage emergency
operations, including potential security and terrorist threats that have
emerged in recent years.
The design incorporates
standards recommended for security by the U.S. Department of Defense and the
U.S. Department of State. At the same time, the design team recognized that
the SEOC is a public building, where communications functions need to be
coordinated during an emergency.
This project presented the team
with significant challenges in project management and problem-solving, a
high degree of accountability and strict budgetary parameters. The result
was an unusually complex project delivered in a cost-effective manner that
meets the highest aesthetic, environmental and performance requirements. The
model performance of the project team should set a new standard for the
delivery of state projects. The facility was designed and constructed in 19
months.
